XBRL US Data Quality Committee Presents Fifth Rule set for Public Review

The XBRL US Center for Data Quality has begun a public review period on July 19th, 2017, for the fifth set of proposed rules to provide guidance and aid for issuers in identifying errors in their XBRL SEC filings. The Data Quality Committee rules aim to help filers limit mistakes and avoid data inconsistencies that can adversely affect analysis of reported financial information.

The proposed rules in this fifth rule set are as follows:


Proposed Rule DQC-0043 (Incorrect Calculation Weights in Operating Cash Flows)

This rule identifies the balance type of the elements in the calculation linkbase that are children of the operating cash flow elements in the US-GAAP taxonomy and determines whether their effective calculation weights are accurate. The calculation rate is the calculation weight of the child element relative to the operating cash flow element regardless of where the child element exists in the calculation hierarchy. 


Proposed Rule DQC-0044 (Accrual Items used in Investing/Financing Cash flow Reconciliation)

This rule tests whether a presentation child element of IncomeStatementAbstract and StatementOfStockholdersEqutyAbstract from the US-GAAP taxonomy is used as a child of particular elements in the company’s calculation linkbase.


Proposed Rule DQC-0045 (Movement of Concepts Between Calculation Trees)

This rule identifies the calculation children of an element in the calculation linkbase of the US GAAP taxonomy and compares the set of elements to the calculation children of a second element used in the company’s extension calculation linkbase. This creates a set of elements from the US GAAP taxonomy and compares the set to the children of the element in the extension taxonomy and flags an error if the two sets intersect. Therefore, this rule identifies inappropriate calculation children in the company’s extension filing.


Proposed Rule DQC-0046 (Movement of Concepts Between Calculation Trees)

This rule tests if certain elements in the calculation linkbase are descendants of a parent concept.


Proposed Rule DQC-0047 (Calculation Descendants with No Balance Type)

This rule tests if the descendants of both the elements NetCashProvidedByUsedInOperatingActivitiesContinuingOperations and NetCashProvidedByUsedInOperatingActivities in the company’s extension taxonomy have no value defined for the balance attribute.


Proposed Rule DQC-0048 (Required Calculation Parent Element in the Cash Flow Statement)

This rule identifies filings where at least one element in a defined list does not appear as a root node in any cash flow calculation tree defined by the filer. The rule identifies a cash flow calculation tree (extended link role) by assuming the same role is used for the presentation tree.


Proposed Rule DQC-0049 (Single Calculation Tree for Change in Cash Flows)

This rule identifies when a single calculation tree has not been used to represent the increase or decrease in cash for the period.


Proposed Rule DQC-0051 (Before Tax Items)

This rule evaluates whether the following elements are erroneously represented as after tax items: IncomeLossIncludingPortionAttributableToNoncontrollingInterest, IncomeLossAttributableToParent, IncomeLossIncludingPortionAttributableToNoncontrollingInterest.


Proposed Rule DQC-0052 (Member Values)

This rule identifies facts that, with a given axis and member, cannot be tagged with a value irrespective of the line item used.


Proposed Rule DQC-0053 (Excluded Member from an Axis)

This rule checks that a list of member axis combinations defined by FASB does not appear in the company’s extension taxonomy.


Proposed Rule DQC-0054 (Excluded Dimensions from a Table)

This rule checks that a list of table axis combinations defined by FASB does not appear in the company’s extension taxonomy.


Proposed Rule DQC-0055 (Required Member on an Axis)

This rule defines the axis and the member or members that must be present as specified by FASB.


Proposed Rule DQC-0057 (Cash Flow Opening and Closing Balances)

This rule identifies filings where at least one element in a list defined by the rule does not appear in the cash flow presentation trees defined by the filer for the cash flow statement.


Proposed Rule DQC-0060 (Element Dependence for Specific Elements)

This rule identifies those instances where one element value is reported but no corresponding value is reported in the same period in the default dimension.


Proposed Rule DQC-0061 (Cash Flow Continuing Operations Elements Not Used)

This rule is intended to identify cases where a company’s cash flow includes discontinued operations as a summation-child to the periodic change in cash and cash equivalents (summation-parent), but the calculation tree does not include continuing operations as a summation-child.


Proposed Rule DQC-0062 (No Fact Value for Change in Cash)

This rule identifies those cases where the filer has reported a cash flow statement but has not reported a value for the change in cash. This rule detects where an incorrect element, an inappropriate extension, an inappropriate dimension or a missing value has been used to represent the change in cash for the period.


Proposed Rule DQC-0065 (Interest Paid Net (Operating) Not on Cash Flow)

This rule identifies those cases where the filer has included the element InterestPaid as a presentation linkbase descendant of the element SupplementalCashFlowInformationAbstract but has not included the element InterestPaidNet as a presentation linkbase descendant of the element SupplementalCashFlowInformationAbstract.


In addition to the fifth rule set, the Statement of Cash Flow Guidance has also been made available for public review. Aligning directly with the FASB codification references, the Cash Flow Guidance will aid filers in developing a proper structure and in selecting proper tags for the concepts on the cash flow statement as pertaining to the US-GAAP taxonomy.

Public comments for the fifth rule set and the Statement of Cash Flows Guidance will remain open until September 15th, 2017. Note that the public comment period for the fourth rule set from the XBRL US Center for Data Quality Control remains open until August 15th, 2017.
