FERC Releases Hybrid Resources White Paper, Issues Notice Inviting Comments

On May 26, 2021, the FERC published a staff white paper examining hybrid resources and a notice soliciting related feedback. On January 19, 2021, the agency directed each Regional Transmission Organization and Independent System Operator (RTO/ISO) to submit by July 19, 2021 informational reports covering issues pertaining to hybrid resources, which are resources that share a point of interconnection and incorporate at least two different resource types.


The white paper informational report discusses the topics of FERC’s July 2020 Hybrid Resources technical conference, including issues related to the terminology, interconnection, market rules, and capacity valuation for co-located hybrid and integrated hybrid resources. The conference allowed staff and industry representatives an opportunity to assess the pros and cons of integrating co-located and integrated hybrid resources, as well as the status of the continued efforts to address these challenges. Additional staff research, updates from RTO/ISO proceedings, and information gathered from comments received after the conference were also included in the report.


The FERC invites interested parties to submit comments in writing regarding the white paper and RTO/ISO informational report by August 18, 2021, thirty days following the filing of the RTO/ISO hybrid resource informational reports. Commenters are encouraged to respond jointly to both matters in the same submission to avoid replicate remarks.
