FERC, NERC Release Joint Report on Real-time Assessments of Grid Operating Conditions

The FERC, in consultation with the North American Electric Reliability Corporation (NERC) and its regional entities, recently published a collaborative report detailing recommendations for real-time evaluations of grid operating conditions. Bulk electric system conditions are evaluated using real-time data to ensure continued reliable operation of the system, and this report analyzes the employed measurement methods, tools, and procedures.


The publication addresses seven technical areas associated with real-time assessments, with special attention given to five central matters and goals:

  • established verification procedures to ensure that models are accurate and consistent
  • maintained awareness of changes/upgrades to tools
  • sustained situational awareness when tools are affected
  • guaranteed actions are known and consistent in timing and scope
  • prepared feasible, accurate backup plans with related training programs

The review assesses system conditions utilizing real-time data to measure current and potential operating conditions to guarantee ongoing, dependable operation of the bulk electric system. The combined staff evaluation concentrates on methods used by transmission operators and reliability coordinators when conducting these assessments after a loss or deterioration of data or tools used to maintain situational awareness. Also featured in the review were in-person discussions with representatives of nine participating reliability coordinators and transmission operators.
